The tests are a part of $32 million plan the system and the office of Governor Tony Evers announced today in connection to the federal CARES act funding for Wisconsin.

Update #2 on 3/25/2020 at 4:13 PM CT: Tony Evers has also ordered all non-essential businesses to close, as well as order everyone to stay inside of their homes from now until April 24th.
In the midst of this entire coronavirus pandemic, Wisconsin governor Tony Evers has announced the ban of all public gatherings of 10 people or more effective Tuesday, March 17. The ban is currently in place. This ban also includes the shut down of restaurants, bars, gym's and malls as said in an emergency order. This news comes after Illinois governor J. B. Pritzker also announced the same news.
